 ci: remove unsupported permissions field from workflows 
Forgejo Actions ignores the `permissions:` field entirely and was
warning on every run ("...has a permissions field, which is not
supported in Forgejo and will be ignored. Use Authorized Integrations
to grant capabilities to this job instead."). Removing it is a no-op
functionally, since Forgejo was already ignoring it.
