Factors out permissions check from User into PermissionManager service
...
The following methods should are factored out of the User class into PermissionManager, leaving only deprecated stubs:
- User::isAllowed -> PermissionManager::userHasRight
- User::getRights -> PermissionManager::getUserPermissions
- User::groupHasPermission -> PermissionManager::groupHasPermission
- User::getGroupPermissions -> PermissionManager::getGroupPermissions
-User::getGroupsWithPermission -> PermissionManager::getGroupsWithPermission
- User::groupHasPermission -> PermissionManager::groupHasPermission
- User::isEveryoneAllowed -> PermissionManager::isEveryoneAllowed
- User::getAllRights -> PermissionManager::getAllPermissions

Normalize use of "INNER JOIN" to "JOIN" in database queries

The ANSI SQL default join type is INNER and this might save
some line breaks here and there.

ApiDelete: Handle batched deletions properly
...
When batched deletions via the job queue were added in Ie800fb5a, the
way this was reported caused ApiDelete to report an error. Instead it
should report success with appropriate signaling to the client.

Still missing a test for file deletion, because I didn't figure out a
simple way to create a file page that I can test on.
