This is micro-optimization of closure code to avoid binding the closure
to $this where it is not needed.

The ActorNormalization factory methods create
UserIdentityValue from the database rows, either via
fields of a joined table, or via a row from actor table.
They assume that the actor_id exist and throw othervise.
ActorNormalization is a storage-layer service providing
access to finding and acquiring actor_id.
The UserIdentityLookup methods do not instantiate new actor
on demand, they just find an appropriate row in the actor
table and return the result.

Taint check checks for possible security issues by tracking html
escaping and more by using phan.
This slows done the phan-job a bit and requires more ram
Keep the DoubleEscaped issues out to make reviewer easier
Adds suppression for false positives
Adds taint-annotation to help taint-check
Removes suppression for code phan now understand better by the tracking
of keys in taint-check
Fix some small issues by adding int cast or htmlspecialchars calls

Until I70473280, integer literals were always quoted as strings, because
the databases we support all have no problem with casting
string-literals for comparisons and such.
PHP associative arrays don't preserve
the types of keys, it converts integer-like strings into actual
integers, which can result in errors:
WikiPage::updateCategoryCounts localhost 1292
Truncated incorrect DOUBLE value: 'A String Category' (localhost)
UPDATE
`category` SET cat_pages = cat_pages - 1 WHERE cat_title IN
(143434343434,'14343434string')

Since it calls LBFactory::commitAndWaitForReplication, blocking for
an unknown amount of time, it is a bit "heavyweight" to be the sort
of quick update that uses onTransactionIdle().

I was bored. What? Don't look at me that way.
I mostly targetted mixed tabs and spaces, but others were not spared.
Note that some of the whitespace changes are inside HTML output,
extended regexps or SQL snippets.
