This is for classes with a single undeclared property - aside from
BlockManager: I3f51fd3579514b83b567dfe20926df2f0930dc85 removed the
declaration of $permissionManager without actually removing all uses.

( $var & 1 ) is either 0 or 1, which can be used as a boolean value.
The main advantage of this is that there is no confusion with the
operator precedence. In `$var & 1 !== 1` the `!==` is executed first,
effectively turning it into `$var & 0`. This always succeeds.

== has a higher precedence operator than &.
So the line `$chunkLength & 1 == 1` is interepreted as:
`$chunkLength & true`. Probably not what was intended, but it actually
works out because true is cast to 1, and the expression will either
result with 0 (falsey) or 1 (truthy), and we were looking for it to
equal 1 anyways. Incredible.
I assume that it was supposed to be `( $chunkLength & 1 ) == 1`, so I've
modified it to use that.

This was inspired by Idbbdb31. Originally, I did a regex search for
code that did string concatenations like `$str = $str . …` and replaced
them all with the .= operator. A duplicate patch was uploaded by another
author. I rebeased this patch on top of the other, which leaves all
the manual optimizations I did.

The most notable improvements I was able to fit into this patch can be
seen in the User class, as well as in AbstractRestriction.
Our documentation generator ignores the @const tag. It's not needed. Just
have a comment above a constant and it will show up in the generated
documentation.
Using @var is misleading because a constant is not a "variable". The type
of a constant is strictly derived from it's value. Documenting the type
typically does not provide useful information. Doxygen does not understand
the type, but ignores any @… tag and renders everything else as plain text.
I can split this patch if you prefer. Please tell me.

Having such comments is worse than not having them. They add zero
information. But you must read the text to understand there is
nothing you don't already know from the class and the method name.
This is similar to I994d11e. Even more trivial, because this here is
about comments that don't say anything but "constructor".

wfSuppressWarnings() and wfRestoreWarnings() were split out into a
separate library. All usages in core were replaced with the new
functions, and the wf* global functions are marked as deprecated.
Additionally, some uses of @ were replaced due to composer's autoloader
being loaded even earlier.
Ie1234f8c12693408de9b94bf6f84480a90bd4f8e adds the library to
mediawiki/vendor.

Xhprof generates this data now. Custom profiling of various
sub-function units are kept.
Calls to profiler represented about 3% of page execution
time on Special:BlankPage (1.5% in/out); after this change
it's down to about 0.98% of page execution time.

Currently, newlines in DjVu text layer are stored as the literal
string '\n'. Its up to the consumer to unescape that into
a real newline. Other formats like pdfs return newlines
as an actual \n character when getPageText() is called.
I think getPageText() should not require callers to do this.

The djvutxt utility of DjVuLibre 3.5.24 packed with Ubuntu 12.04 use a lot
of memory more that the old version packed with Ubuntu 10.04. S, to work,
the memory limit must be increased.
User:Phe suggest that this increase of memory consumption is maybe caused
by the loading of localisations file at the start of the tool.
