A new inline mode is provided for diffs.
It is only available when wikidiff2 is installed.
There is no PHP implementation (one can be added later if
necessary)
For now, it is accessed by passing diff-type as a query string parameter
e.g ?diff-type=inline
A control for switching between the two is added as a follow up.

* Remove checks in HTMLFileCache.php and Article.php.
These haven't been needed since the same check was added to Setup.php,
many years ago. When FileCache is enabled, The Setup.php code disables
MWDebug. There is no reason for FileCache to then also disable itself
based on unused config. That means both of them lose.
We now handle this logic in one place: MWDebug::setup().
* In rebuildFileCache.php, turn it off explicitly, just in case.
The previous code there didn't work because finalSetup()
is called after doMaintenance.php includes Setup.php, which
is what checked this config var to decide on MWDebug::init.
On the other hand, it's also always off in CLI mode.
But, let's not depend on that, maybe we decide to enable it on
CLI one day! Just keep it off explicitly here.

We can use the ?? syntax introduced with PHP 7.0 because it is already
supported by HHVM, even when HHVM is set to be compatible with PHP 5.6.

This removes most of the pre-CommentStore text columns, and the
$wgCommentTableSchemaMigrationStage setting that used to determine
whether the columns were used.
rev_comment remains in the code, as on Wikimedia wikis the revision
table is too large to alter at this time. A future change will combine
that with the removal of rev_user_text, rev_content_model, and
rev_content_format (and the addition of rev_comment_id and rev_actor).
CommentStore's constructor continues to take a $stage parameter, and
continues to have the logic for handling it, for the benefit of
extensions that might need their own migration process.

ImagePage::render() was calling parent::view() instead of
parent::render(), thus skipping Article::render() entirely.
Therefore the logic to disable section edit links (and also,
to add an 'X-Robots-Tag: noindex' header) was not being used.
This fixes T65891 and T21415 for pages in 'File:' namespace.

During development a lot of classes were placed in MediaWiki\Storage\.
The precedent set would mean that every class relating to something
stored in a database table, plus all related value classes and such,
would go into that namespace.
Let's put them into MediaWiki\Revision\ instead. Then future classes
related to the 'page' table can go into MediaWiki\Page\, future classes
related to the 'user' table can go into MediaWiki\User\, and so on.
Note I didn't move DerivedPageDataUpdater, PageUpdateException,
PageUpdater, or RevisionSlotsUpdate in this patch. If these are kept
long-term, they probably belong in MediaWiki\Page\ or MediaWiki\Edit\
instead.

One use case of display title is to localise page names with Translate
extension or without. While the page title changes, the subheadings still
say something like "Pages in category Foo/de".
Also converted one raw HTML message to be a parsed message.
First version of this patch caused an issue when previewing
because page title in h1 is not the same as page display title.
This issue is fixed by promoting page display title as it's own member
in OutputPage. Also added getUnprefixedDisplayTitle that attempts to
strip away the namespace prefix to mimic Title::getText() but which
works with display title instead.

These had no business being public in the first place and there is
no usage in Gerrit. In case something does use them, it will probably
be broken by the refactoring that's soon to come, so the deprecation
warning makes it easier to figure out where the problem lies.
