525bfbc8df Switch to librarized version of TestingAccessWrapper 
Replaces \TestingAccessWrapper (defined in core) with
\Wikimedia\TestingAccessWrapper (defined in the composer package
wikimedia/testing-access-wrapper).

See https://gerrit.wikimedia.org/r/#/q/topic:librarize-testing-access-wrapper
for downstream patches.

The core version of the class is kept around for a while to avoid
circular dependency problems.

4ec550812b objectcache: Refresh key in HashBagOStuff::set() for maxKeys eviction 
* Match behaviour of MapCacheLRU and ProcessCacheLRU.
* Add missing unit tests for TTL and maxCacheKeys eviction behaviour.

c7fc73286d objectcache: Move unit tests for HashBagOStuff to its own suite 
Follows-up 7cddc22.

Also use PHPUnit_Framework_TestCase as parent instead of MediaWikiTestCase
in preparation for library extraction.
