This reverts commit e08ea8ccb9.
Reason for revert: Breaks Phan in extensions, and as far as I’m aware,
this change isn’t urgently needed for anything, so the simplest fix is
to revert it again for now. After PHP 7.4 it should be safer to try this
again (we hopefully won’t need the two “hack” classes by then).

Move ResourceLoader classes to their own namespace. Strip the
"ResourceLoader" prefix from all except ResourceLoader and
ResourceLoaderContext.
Move the tests by analogy.
I used a namespace alias "RL" in some callers since RL\Module is less
ambiguous at the call site than just "Module".
I did not address DependencyStore which continues to have a non-standard
location and namespace.

The message cache is originally meant for mw.messages in JS,
which expects non-existent messages to be cleanly omitted.
There is minimal server-side and client-side handling in place for this.
For LESS, however, we were assuming that the blob is complete,
thus not feeding anything to the LESS compiler, thus leading to
a run-time failure where the LESS file can't be parsed at all
due to an undeclared variable.
This could happen sometimes during development or after upgrading
a wiki with a stale LocalisationCache that is still being updated
at that time.

This might hint at an edge-case in the PHP CodeSniffer sniff that should
detect if methods are separated by a single empty line. Feel free to
investigate. I, personally, can't invest more time in this than
suggesting this quick fix.

The first argument to the function is supposed to be an object, or null if
the method is static.
Otherwise on PHP 7.2 the tests fail with:
ReflectionMethod::invoke() expects parameter 1 to be object, string given

This ResourceLoader module provides a way to ship
messages to CSS variables.
We will need this going forward to deal with flash of
unstyled content in various JavaScript based UIs that
are subject to i18n such as table sorting and
collapsible elements.
To avoid overhead of hitting the database to fetch and
transform localisation messages we make use of the MessageBlobStore
making use of `messages` definition already inside
ResourceLoaderFileModule. Given this resource is only intended
for render blocking styles without JavaScript this should be okay
(although if requested in JavaScript will also ship associated
messages)
