WinCache is an APCu equivalent for use with Microsoft IIS, but in recent years has been unmaintained and lacks support for PHP 8 and newer.[1] So, remove support for it as MediaWiki will be raising the minimum supported PHP version to 8.1. Derick Alangi	65a8853742	objectcache: Update tests that are really for ObjectCacheFactory ... Most of the logic in ObjectCache.php has been refactored to a proper factory in ObjectCacheFactory and exposed as a service. These tests now are really for ObjectCacheFactory, hence the rename.
