There is native support for all of this now in PHP, thanks to changes
and additions that have been made in later versions. There should be no
need any more to ever use call_user_func() or call_user_func_array().
Reviewing this should be fairly easy: Because this patch touches
exclusivly tests, but no production code, there is no such thing as
"insufficent test coverage". As long as CI goes green, this should be
fine.

This changeset implements T89432 and related tickets and is based on exploration
done at the Prague Hackathon. The goal is to identify tests in MediaWiki core
that can be run without having to install & configure MediaWiki and its dependencies,
and provide a way to execute these tests via the standard phpunit entry point,
allowing for faster development and integration with existing tooling like IDEs.
The initial set of tests that met these criteria were identified using the work Amir did in
I88822667693d9e00ac3d4639c87bc24e5083e5e8. These tests were then moved into a new subdirectory
under phpunit/ and organized into a separate test suite. The environment for this suite
is set up via a PHPUnit bootstrap file without a custom entry point.
You can execute these tests by running:

Explicitly declare all the methods that will be mocked. Also
testReaderBasicIterate needs to mock addQuotes as well, so use the
mockDbConsecutiveSelect() function that already takes care of that.

The used phpcs has a bug, so the version 0.9.0 could not be enforced at the moment.

The class DatabaseMysql corresponds to the PHP extension 'mysql' which is
deprecated since PHP 5.5, and the class DatabaseMysqli corresponds to the
PHP extension 'mysqli' which is the current MySQL driver. Given the class
DatabaseMysql is likely to be removed in the future, this change is a
first step towards this.

* This gets lag information that is useful when
the calling code is about to run queries that
will have their results cached.
* This is now used in place of trxTimestamp() for
WANObjectCache set() and getWithSetCallback().
* The WAN cache will use a low TTL if the lag is
too high to avoid caching stale data for weeks.
* Bumped MAX_COMMIT_DELAY as nothing enforces it.

This is a set of classes written for Echo to simplify writing
maintenance scripts that iterate over an entire table and update
some of those rows.
This has shown to be reusable elsewhere, especially the BatchRowIterator
class and will be useful to have generally avilable in core. The Echo
classes are all prefixed with the Echo name so there wont be any
conflict is both are installed.
