This is useful if we want to override certain handler for testing
but have no way to remove it from cache otherwise.

We have three methods for page counting currently supported for wikitext
non-redirect pages; 'any' counts any page that exists, 'link' counts any
page that has any outbound links, and 'comma' which searches for any ','
in the text having loaded it. This last option is much slower than these
other two, and is only used on a very small number of installations. Now
by dropping support for this method we can simplify this code and so run
it more often. Note that non-wikitext pages already did not support this
count method.
Installations with this setting set to 'comma', or any other string will
now work as if it was configured with 'any'.

Storing the user name or IP in every row in large tables like revision
and logging takes up space and makes operations on these tables slower.
This patch begins the process of moving those into one "actor" table
which other tables can reference with a single integer field.
A subsequent patch will remove the old columns.

These comments do not add anything. I argue they are worse than having
no comments, because I have to read them first to understand they
actually don't explain anything. Removing them makes room for actual
improvements in the future (if needed).

In phpcs.xml rename renamed sniffs and add the failing sniffs,
because now the whole sniff is no longer excluded.

Having such comments is worse than not having them. They add zero
information. But you must read the text to understand there is
nothing you don't already know from the class and the method name.

* ParserOptions is reorganized so it knows all the options and their
defaults, and can report whether the non-key options are at their
defaults.
* Definition of the "canonical" ParserOptions (which is unfortunately
different from the "default" ParserOptions) is moved from
ContentHandler to ParserOptions.
* WikiPage uses this to throw an exception if it's asked to cache
with options that aren't used in the cache key.
* ParserCache gets some temporary code to try to avoid a massive cache
stampede on upgrade.

When you perform a particular search, the results can be polluted by
navigation elements that are not supposed to be displayed. This gives
editors the ability to mark sections of the document that should not
be indexed.

This allows people to revert content model changes
using the undo button, provided that we are undoing
the topmost edit (Otherwise it may get confusing
if you try to undo an edit in the middle of the
history that changes content model).

is an empty string, which is not valid JSON.

The method is not documented to throw any exceptions, and already
returns false on failure, and it can be seen as a failure case when the
content models are not the same.
