715b6907ce CLDRPluralRuleParser: Move from src/ to lib/ without local patch 
Follows-up 648667ac9f, which didn't move this module because
it had a local patch for exposing via module.exports and mw.lib
(instead of its default 'pluralRuleParser' global).

Restore the file back to a clean copy from upstream, and perform
the export via a separately concatenated file instead, using the
same pattern we already use for 'oojs' and 'moment'.

These are the most common three, triggered whenever a jQuery UI
dialog is created.

> JQMIGRATE: jQuery.fn.bind() is deprecated
> JQMIGRATE: jQuery.expr.filters is deprecated; use jQuery.expr.pseudos
> JQMIGRATE: jQuery.fn.andSelf() was removed, use jQuery.fn.addBack()

ccf2bdd4dd jquery-migrate: Disable console.trace() call by default 
They are slow and spammy, especially given in modern browsers
console.warn() already provides a trace (and one that is collapsed
by default in Chrome, which seems preferred).

68237fb1a7 OutputPage: Turn html5shiv into a raw ResourceLoader module 
This lets us take advantage of ResourceLoader's on the fly minification
rather than needing to ship a minified copy, which is problematic for
other distributions like Debian.

Because the startup module excludes raw modules, it is not possible to
load or depend upon this module, and trying to use
`mw.loader.load('html5shiv')` for example will throw an exception.

This follows-up 3a30e03645.

52aa5cc585 Follow-up 4107d1d4: avoid JS errors when trying to call mw.track() from jquery.migrate 
Some migrateWarn() calls (like the one for compatMode) happen before
mw is created. Don't crash on trying to call mw.track() in that case.

4107d1d4df jquery.migrate: Instrument with mw.track() 
Inspired by cb20b5aa5a, which added similar instrumentation
during the jQuery 1.11 migration for MediaWiki in 2014.

This way we can plot overall usage in a Grafana dashboard and
help us track the progres of the on-going migration.
