The precedence of the string concat changed in future php version,
make sure the text is generated as expected by adding parenthesis.
That makes it also easier to read

Exceptions classes are nearly always value objects, and should in most
cases by newable.

This brings significant modularization to the Action API's parameter
validation, and allows the Action API and MW REST API to share
validation code.
Note there are several changes in this patch that may affect other code;
see the entries in RELEASE-NOTES-1.35 for details.

These were all checked with codesearch to ensure nothing is overriding
these methods.
For the most part, I've updated the signature to use nullable types; for
two Pager's, I've just made all parameters non-optional, because you're
already forced to pass them with a required parameter at the end.

* Remove some creation dates, they are not protected by GPL
* Remove duplicate @defgroup API
* Remove @ingroup from some @file doc comments on class files. It is not
useful to list class files alongside classes in the doxygen module menu.
Add @ingroup to some more class files that had @ingroup on their file,
that was probably the author's intent.
* In PackedOverlayImageGallery, use the file comment as a class comment
* Don't put @defgroup and @file in the same comment. @defgroup makes the
whole doc comment describe the group.
* Instead of putting AnsiTermColorer in two groups, use hierarchical
groups.

Fatal error was happening due to the fact that ApiUsageException was
trying to call `getMessage()` on StatusValue which doesn't have this
method.

We already throw around some exceptions that are localized
(ErrorPageError and its subclasses, MalformedTitleException), but
there's no standard way to recognize them. Let's change that.
Then let's use them in the API to be able to have internationalized
errors when such exceptions are caught, instead of wrapping the
English-language version.

API warnings and error messages are currently hard-coded English
strings. This patch changes that.
With a few exceptions, this patch should be compatible with non-updated
extensions:
* The change to ApiBase::$messageMap will blow up anything trying to
mess with it.
* The changes to the 'ApiCheckCanExecute' hook will cause a wrong
(probably unparsed) error message to be emitted for extensions not
already using an ApiMessage. Unless they're currently broken like
Wikibase.
