Fixes r98405 invalidating all existing cache due to directory change. * Simplified FileCacheBase::checkCacheDirs() a bit ResourceLoader: * Use ResourceFileCache to handle load() requests, if $wgUseFileCache. Only caches requests for default language and skins.
