Add @noflip to arrow directions like "southwest", as that is the same location regardless of language directionality. The arrow was displayed at the wrong side. Also removing text-align:left; for the tooltip as the text direction should be set in html if needed, and shouldn't be overridden by (flipped) css.

Add /* @embed */ comments for URLs in all RL-ified CSS files, except in jQuery UI's default theme. This'll reduce the number of images loaded, especially for jQuery UI.

Set cursor to default for tooltips to avoid text cursor appearing and sticking when moving the mouse of a tooltip that's either configure with a delayed exit or fade-out.
