59b93e9e4f Avoid DB access in non-database tests 
Mock the needed dependencies to avoid database access when possible, and
add the test to the Database group otherwise.

346cb7630b Replace usages of ApiTestCase::$users 
Ideally we'd use Authority, but that doesn't always work, so just call
the getTest* methods directly.

55a12fcfa7 Add message to the assert of ApiClearHasMsgTest 
This adds 'sanity check' message for one of asserts so it is more
clear that it is asserting a precondition.
