Title attributes are now always blank on framed and thumbnailed images, and default to blank on inline images instead of defaulting to the image's filename. Additionally, the alt attribute now defaults to the filename on framed and thumbnailed images if no caption or alt attribute is specified.

I was unable to run the parser test suite ("MediaWiki internal error"), so the test suite may need to be updated to reflect these changes.

(bug 17611) Provide a sensible error message on install when the SQLite data directory is wrong. For backport to 1.15. Achieved by layering another collection of ugly hacks on top of config/index.php, in the hopes that the combined weight of hackishness might convince Brion to allow me to finish the new installer.

Move RELEASE-NOTES changelog stuff from r18961 and r18993 to the MediaWiki 1.10 HISTORY file ... Since I've done the same thing previously (accidentally threw away the changelog after 1.8 was released), seems only right that I put it back :-)
...
I don't know whether the HISTORY file should include all the detailed "Compatibility changes" / "Behavior changes" / "Database change" / "Configuration changes" stuff, or just the more compact list of changes with bug numbers - so I have included everything, since it should hopefully be easy to delete stuff if there is too much detail.
