ede7dc8b68 Convert DiffHistoryBlobTest to pure unit test 
No integration needed, though it did rely on
checkPHPExtension which was only available in
MediaWikiIntegrationTestCase, moved to
MediaWikiTestCaseTrait

Also put under /includes/historyblob/ to match covered class
