I assume it’s merely an oversight that the REST API wasn’t added here
before, and that there’s no particular reason why it shouldn’t be
possible to use bot passwords with the REST API.
In the test, apart from checking an additional constant, also add a TODO
that the test shouldn’t define the constant at all, since this is a
side-effect of the test that affects every other test which happens to
run later in the same PHP process, and which cannot be undone.

init() method was added to SessionProvider. It helps to inject
dependecies. Overridable postInitSetup() method was added to
SessionProvider. A provider can override this to do
any necessary setup.
SessionProvider ::setLogger(), ::setManager(), ::setConfig(),
::setHookContainer() were soft deprecated. Now developers must use
SessionProvider::init()

The logstash formatter for Monolog 2 doesn't do this automatically
anymore, and it wasn't really correct anyway to rely on a formatter
when we have no guarantee it's going to be used.

The plan here is to take it out of 1.27.0-wmf.12 and put it back in

Since BotPasswords depends on SessionManager, that's getting temporarily

Bot passwords are something like OAuth-lite, or Google's application
passwords: the bot can use API action=login to log in with the special
username and password, and will then be allowed to use the API with a
restricted set of rights.
This is intended to provide an easy migration path for legacy bots and
for bots on wikis without OAuth, since AuthManager is going to greatly
complicate non-interactive authentication. If OAuth is available, an
owner-only consumer would be a better choice.
