5320f0835e Use wikimedia/scoped-callback 
The ScopedCallback class was moved into a separate library. This updates
all callers to use the namespaced version, and provides a
backwards-compatibility class wrapper under the old name.

304eaf2868 objectcache: Reduce MediaWiki-specificness from Memcached classes 
Follows-up f36b73e96c, which moved these classes to libs/objectcache.

* Fix wrong @throws in MemcachedPeclBagOStuff.
* Fix wrong @returns in MemcachedBagOStuff::getClient().
* Rename MWMemcached to MemcachedClient.
* Remove mention of 'memcached.php', which doesn't exist anymore.

e8c17972dd Replace bundled IPSet library with composer dependency 
Complete the 'librarization' of IPSet by replacing the code in core with a
dependency on the external library.

43ad3e8f6c Cleanup after extraction of utfnormal library 
* Delete includes/compat/normal/.gitignore, which excluded files
  now located in various directories within the utfnormal repo.
* Remove "For NFC see includes/compat/normal" comments from
  maintenance/language, replacing them with a note that "This
  data file is used after normalizing to NFC."

8338476b8e Create a subdirectory for compatibility stubs 
Instead of littering includes/ with stub back-compat aliases, house such
classes in includes/compat/.
