And allow extensions to add their own media handlers.
I'm not too happy with the introduction of another global,
but didn't like the alternatives either:
* Add some hook to MockMediaHandlerFactory that would allow
extensions to add their own stuff in.
* Use another hook (like ParserTestTables or ParserTestGlobals)
and then override the service with a new instance - seemed
too hacky
The good thing about this is that it lets us kill off a class.
I'm other to other suggestions in case I missed something.

This allows us to populate X-Content-Dimensions without touching the
existing metadata format. Which makes the migration of existing content a lot faster by
only having to run refreshFileHeaders.

For storage repos that support headers (such as Swift), this will store the original
media dimensions as an extra custom header, X-Content-Dimensions.
The header is formatted to minimize its length when dealing with multipage
documents, by expressing the information as page ranges keyed by dimensions.
Example for a multipage documents with some pages of different sizes:
X-Content-Dimensions: 1903x899:1-9,11/1903x873:10
Example for a single page document:
X-Content-Dimensions: 800x600:1

Existing srgb.jpg & tinyrgb.jpg have been replaced to be able to
easily compare a "fixed" missingprofile.jpg to tinyrgb.jpg.
With the existing files, when the tinyrgb profile was added to
missingprofile.jpg, it would end up basically the same as tinyrgb.jpg,
except that not all the exif data would be in the exact same order.
I've rebuilt srgb.jpg & tinyrgb.jpg by first removing their profile
(which is what missingprofile.jpg is), and then copying it over again:
exiftool -tagsfromfile srgb.jpg -ICC_Profile new_srgb.jpg
Meanwhile also moved the profile-swapping code to JpegHandler, as it
was jpeg-specific.

* FSFile should not be responsible for handling this much logic.
* Make more MediaHandler classes aware of the fact that an object
other than File might be passed in. Use the FSFile instead of a
useless empty stdClass object.

These no longer have any dependencies upon MediaWiki and can be split
out into a separate library.
Tests were updated for the new location and to no longer depend upon

4:2:0 subsampling can save an average of 17% bandwidth
over 4:4:4 subsampling, at the cost of some artifacting
at sharp red or blue edges. This is usually not noticeable
in photographic images.
To restore the previous behavior, set to false:
$wgJpegPixelFormat = false;
which will maintain the original file's pixel subsampling
settings in the thumbnail.
Can set explicitly to one of:
'yuv444' - never subsample
'yuv422' - subsample 2x horizontally, not vert
'yuv420' - subsample 2x in both dimensions

Adds basic image size detection for WebP and support in the
MediaHandler. Currently renders WebP files as PNGs, because that
handles transparency.

TinyRGB is an ICC profile released by Facebook under CC0.
It is designed to be fully compatible with sRGB.
It offers the vast advantages of being much smaller than sRGB,
as well as being free as in freedom (the sRGB profile found in the
majority of JPGs is copyrighted).
This change aims to provide the ability to swap sRGB for TinyRGB at
the time thumbnails are generated.
JPGs that use another ICC profile than sRGB or no profile at all are
unaffected.

Added a TransformTooBigImageAreaError to allow setting an extra message.
Added also size-*pixel messages to show the value of $wgMaxImageArea
with some formatting.
This error is still throwing for all files, to fix bug T34387 this needs
a follow up with a proper check. I am not sure, if a File::isLocal() is
okay, because files from a DBForeignRepo maybe transformed on the same
server, so the check needs to be done also for this. For APIForeignRepo
the check is done on the foreign server.

BitmapHandler has a lot of generic-ish functionality that could
be re-usable by extension classes (Such as how it organizes
$scalerParams array, or various image magick escaping methods).
However it's combined with a lot of very format specific things,
such as the shell-out call to image magick.
Try to separate out the more generic stuff into
TransformationalImageHandler. In order to do this, I also made
canRotate, autoRotateEnabled, and getScalerType non-static. No
extensions in our repo appeared to be using these methods, and they
don't really make sense to be static (imo).
In particular, I think code duplication can be reduced in
PagedTiffHandler by extending this new class. See comments
on I1b9a77a4a56eeb65.

return and start the description with a capital letter. Also use the
more common spelling of boolean.
