This takes precedent over the other messages e.g. action-protect
Since only 3 messages clash with the protection forms, only 3 are
ported for now.
The action-protect, action-move and action-undelete are reverted
to their old values as they were in

The old legacy skins are retained for now, for skins that may be
using them directly.
The new message keys are programmatically mapped from existing keys
here and in Vector. See

for the script that added them.

In some languages, the 'rclinks' message ends
with '...<br />$3.' where $3 is a list of links.
When $3 is empty, we end up with a lonely period
on a new line.
This change removes $3 and adds it on the page
on its own. Unfortunately, it requires fixing all
the messages. Not sure if it's the proper way to
do this.
