Makes code coverage run fail at the moment. These used to be warnings
in PHPUnit 3.x, but are now hard exceptions in PHPUnit 4.x when requesting
a coverage report.

This method actually marks the test it is called
from as skipped if Diff3 is not confugured.
The new name "markTestSkippedIfNoDiff3" better
reflects that.

* This jobs should only be constructed via relevant Content object,
e.g. the result of enqueueUpdate() being called on a DataUpdate
returned by Content::getSecondaryUpdates().
* Also modified LinksDeletionUpdate to support a $pageId parameter.
* LinksDeletionUpdate can now be enqueued to a DeleteLinksJob.
