If we are serious about getting rid of wfGetDB(), we should start
replcing callers with proper replacement.
These classes don't have any injection so it doesn't make sense to
introduce it for this specific usecase.

Update cases where one of the IConnectionProvider methods is called
immediately.
This doesn't really change anything, but I hope it helps promote
getConnectionProvider() as the common way to do this.

Use ObjectFactory specifications instead of class names in
$wgLogActionHandlers, like in most other places. Class name
support is retained for B/C.
Also remove old LogPage code that assumed $wgLogActionsHandlers
is an array of callables. This is how $wgLogActionsHandlers was
defined in b6d72cfeb2, but then
4ac56c2466 redefined it to an
array of classnames (and I6846ce0 adjusted the documentation),
and the old functionality has been broken since.
Make LogFormatter::__construct() public so subclasses can be
created in the service wiring.
Technically this is a breaking change since there is no
guarantee existing formatter classes are publicly creatable,
but there is no way to issue a deprecation warning about that,
and it isn't really covered by the stable interface policy.
All non-public constructors found by codesearch are fixed in
companion patches.

This function is uber-deprecated, meaning even its replacement is
deprecated, We have already migrated in static functions and more.
In this batch, all calls have been migrated that there is already a call
to MediaWikiServices::getInstance() making the migration easier. Of
course in most cases, they should eventually turn into proper service
injection but this at least makes it clear what services should be
injected.
Also removing "category" group since we are removing all groups except a
handful from mw (see T263127 for more information).

empty() only makes sense when the expression it checks is possibly
undefined, otherwise it's equivalent to a truthiness check with the
additional downside of suppressing errors when it's not wanted.
Replace it with simple truthiness checks, using strict comparison when
that seems to help with polymorphic variables.
These were caught by a bespoke phan plugin.

It turns out this gets rid of a bunch of suppressed
"SecurityCheck-DoubleEscaped" that appear to have been accurate
warnings.
There seems to have been some confusion about how ::truncateForVisual()
is supposed to be used; in particular it is to be passed *unescaped*
output, because it is not (generally speaking) safe to truncate
HTML-escaped strings. The goal of ::truncateForVisual() is to have
a specific number of codepoints in the output for display purposes,
the encoding of those codepoints is not an issue (htmlspecialchars
can be applied to the *return value*.) If you need a specific number
of *bytes* you should be using ::truncateForDatabase(). If you want
a certain number of *HTML bytes* then the ::truncateHtml() method
is probably what you want.
Slightly refactor some code in RevDelLogItem to avoid a false positive.

For example, documenting the method getUser() with "get the User
object" does not add any information that's not already there.
But I have to read the text first to understand that it doesn't
document anything that's not already obvious from the code.
Some of this is from a time when we had a PHPCS sniff that was
complaining when a line like `@param User $user` doesn't end
with some descriptive text. Some users started adding text like
`@param User $user The User` back then. Let's please remove
this.

The following glasses are marked as newable per the
Stable Interface Policy, even though logically, they should not be
newable. This is done for classes that are currently instantiated
by extensions, and lack an alternative.
A better way for obtaining an instance of these classes should be
created in the future. At that point, direct instantiation should
be deprecated and replaced.

A terminating line break has not been required in wfDebug() since 2014,
however no migration was done. Some of these line breaks found their way
into LoggerInterface::debug() calls, where they mess up the formatting
of the debug log.
So, remove terminating line breaks from wfDebug() and
LoggerInterface::debug() calls.
Also:
* Fix the stripping of leading line breaks from the log header emitted
by Setup.php. This feature, accidentally broken in 2014, allows
requests to be distinguished in the log file.
* Avoid using the global variable $self.
* Move the logging of the client IP back to Setup.php. It was moved to
WebRequest in the hopes that it would not always be needed, however
$wgRequest->getIP() is now called unconditionally a few lines up in
Setup.php. This means that it is put in its proper place after the
"start request" message.
* Wrap the log header code in a closure so that variables like $name do
not leak into global scope.
* In Linker.php, remove a few instances of an unnecessary second
parameter to wfDebug().

The code using $wgLang is also moved inside a conditional, to avoid
unstubbing $wgLang when unnecessary.
A possible improvement is to use Skin::getLanguage() instead of $wgLang,
but that's not guaranteed to be safe, and we want to unblock the train
without introducing new issues.

This is motivated by I1568d44, a 5 (!) year old patch.
This patch does:
* Change the visibility from protected to private. I checked. There
are no subclasses. No need to make this method available.
* Remove unused function parameters.
* Turn some conditions into guard clauses.
* Turn all these hard to read "if: big chunk of code, else: 1-liner"
around to have the 1-liner first, or just get rid of the not needed
else.
* Avoid reusing the same variable name for different things. This is
really confusing.
* Inline trivial stuff.
* Improve some "@return string" documentation to say what the string is.
* Reduce the amount of duplicate code.

*LogPage::timestamp was introduced with r4919 back in 2004, and is unused
since then.
*ApiMain::mCommit was introduced in r33133, then removed in r33381 but that
line was forgotten.
*SpecialRecentChangesLinked::mResultEmpty was introduced in r36682, then
removed at some point with this leftover.
*SpecialStatistics::hook, introduced in r54511 and unused since then.
*MergeMessageFileList::hasError introduced in Id4b16083435ef7f4fce31861c72889e664d07236
