When converting a Title object into a string for user or user talk
namespace the gender information are needed.
This patch set improves performance on wikis with gender distinction
like dewiki or ruwiki by combining the fetch of the information into one
query and avoids a query per unique user name.
It also avoids false results for request with apihighlimit, because the
apihighlimit with 5000 is higher than the query max limit of the
GenderCache with 1000

For some unknown reason, when the `actor` table has few enough rows (or
few enough compared to `logging`) MariaDB 10.1.37 decides it makes more
sense to fetch everything from `actor` + `logging` and filesort rather than
fetching the limited number of rows from `logging`.
We can work around it by telling it to not reorder the query.

The optimizer in MariaDB 10.1.37 and 10.1.38 seems to wildly
underestimate the cost of using the `times` index and overestimate the
cost of using the `user_time` or `actor_time` indexes, leading to it
choosing a plan that may have to fetch and filesort 10000000s of rows
versus the 10s or 1000s fetched with no filesort if it used the correct
index.
We can get it to use the correct index by having it ignore `times`, and
this also won't interfere with it choosing `log_user_type_time`,
`log_actor_type_time`, or other more specific indexes in cases where
those would be more appropriate.
As usual, this should be reviewed as MySQL/MariaDB versions used are
updated and removed if the optimizer is fixed.

Storing the user name or IP in every row in large tables like revision
and logging takes up space and makes operations on these tables slower.
This patch begins the process of moving those into one "actor" table
which other tables can reference with a single integer field.
A subsequent patch will remove the old columns.

This allows CommentStore to be added to MediaWikiServices
without the need of an aditional Factory.
This change includes a compatability layer to allow the behaviour
from 1.30 to continue to be used while deprecated.
CommentStore::newKey has been deprecated.
Keys are now passed into the public methods of CommentStore
where needed.
The following CommentStore methods have had their signatures changed
to introduced a $key parameter, but when used in conjunction with
CommentStore::newKey behaviour will remain unchanged:
* CommentStore::getFields
* CommentStore::getJoin
* CommentStore::getComment
* CommentStore::getCommentLegacy

Links generated by the API are now aware of the user's preferred
language and will show documents in that language if available.
To test, log in to mediawiki.org and set your language preference to 'es',
then on an MediaWiki installation with this patch view the generated
expanded API help at `api.php?action=help&recursivesubmodules=1&modules=main`.
Each link to documentation on mediawiki.org should take you to its
translated /es subpage, if one exists.

Log events are sometimes attributed to a special page; it should be
allowed to use rcnamespace or lenamespace to filter for these.
It's also possible for special pages to be the targets of redirects, so
list=allredirects and prop=redirects should find them.
Maybe someday we'll record links to and transclusions of special pages
too (see T19597), so we may as well make it possible to query for those
as well via list=alllinks, list=alltransclusions, list=backlinks,
list=embeddedin, prop=linkshere, prop=transcludedin, prop=links, and
prop=templates.
NS_MEDIA has similar considerations: although we currently "normalize"
page links to the corresponding File and I don't think anything logs the
Media title rather than the File, transclusions and redirects do show
up in those tables.

API warnings and error messages are currently hard-coded English
strings. This patch changes that.
With a few exceptions, this patch should be compatible with non-updated
extensions:
* The change to ApiBase::$messageMap will blow up anything trying to
mess with it.
* The changes to the 'ApiCheckCanExecute' hook will cause a wrong
(probably unparsed) error message to be emitted for extensions not
already using an ApiMessage. Unless they're currently broken like
Wikibase.

The API 'user' type accepts both user names and IP addresses, and
applies normalization but not canonicalization. We should be using this
on basically every user parameter to ensure that e.g. IPv6 usernames get
uppercased.

Use message-per-value for message
apihelp-query+logevents-param-prop to allow smaller strings
for translation.
Each prop in a message also will show up a new parameter on the help
page without the adjust of the translation (but than in english instead
of fully skip it).

ApiResult was a mess: some methods could only be used with an array
reference instead of manipulating the stored data, methods that had both
array-ref and internal-data versions had names that didn't at all
correspond, some methods that worked on an array reference were
annoyingly non-static, and then the whole mess with setIndexedTagName.
ApiFormatXml is also entirely annoying to deal with, as it liked to
throw exceptions if certain metadata wasn't provided that no other
formatter required. Its legacy also means we have this silly convention
of using empty-string rather than boolean true, annoying restrictions on
keys (leading to things that should be hashes being arrays of key-value
object instead), '*' used as a key all over the place, and so on.
So, changes here:
* ApiResult is no longer an ApiBase or a ContextSource.
* Wherever sensible, ApiResult provides a static method working on an
arrayref and a non-static method working on internal data.
* Metadata is now always added to ApiResult's internal data structure.
Formatters are responsible for stripping it if necessary. "raw mode"
is deprecated.
* New metadata to replace the '*' key, solve the array() => '[]' vs '{}'
question, and so on.
* New class for formatting warnings and errors using i18n messages, and
support for multiple errors and a more machine-readable format for
warnings. For the moment, though, the actual output will not be changing
yet (see T47843 for future plans).
* New formatversion parameter for format=json and format=php, to select
between BC mode and the modern output.
* In BC mode, booleans will be converted to empty-string presence style;
modules currently returning booleans will need to use
ApiResult::META_BC_BOOLS to preserve their current output.
Actual changes to the API modules' output (e.g. actually returning
booleans for the new formatversion) beyond the use of
ApiResult::setContentValue() are left for a future change.

There's a bunch of stuff that probably only works because the database
representation of infinity is actually 'infinity' on all databases
besides Oracle, and Oracle in general isn't maintained.
Generally, we should probably use 'infinity' everywhere except where
directly dealing with the database.
* Many extension callers of Language::formatExpiry() with $format !==
true are assuming it'll return 'infinity', none are checking for
$db->getInfinity().
* And Language::formatExpiry() would choke if passed 'infinity', despite
callers doing this.
* And Language::formatExpiry() could be more useful for the API if we
can override the string returned for infinity.
* As for core, Title is using Language::formatExpiry() with TS_MW which
is going to be changing anyway. Extension callers mostly don't exist.
* Block already normalizes its mExpiry field (and ->getExpiry()),
but some stuff is comparing it with $db->getInfinity() anyway. A few
external users set mExpiry to $db->getInfinity(), but this is mostly
because SpecialBlock::parseExpiryInput() returns $db->getInfinity()
while most callers (including all extensions) are assuming 'infinity'.
* And for that matter, Block should use $db->decodeExpiry() instead of
manually doing it, once we make that safe to call with 'infinity' for
all the extensions passing $db->getInfinity() to Block's contructor.
* WikiPage::doUpdateRestrictions() and some of its callers are using
$db->getInfinity(), when all the inserts using that value are using
$db->encodeExpiry() which will convert 'infinity'.
This also cleans up a slave-lag issue I noticed in ApiBlock while
testing.

The new block log params does not known the message number 4 (which is
index 3), therefore LogFormatter::getMessageParameters adds empty index
to keep the sequence in strong order.
But the loop was starting at index 4, not 3, which skips the needed
empty index 3 for the order.
Due to the missing $4 the legacy log params returning index 3 and 4,
therefore move them one up to match the new numbers.
Also fixed undefined index warnings for api's list=logevents

The actions delete/event and delete/revision was not using the new
LogEntry to create the log row, changed this.
All params gets a number to avoid too many changes in DeleteLogFormatter
to keep the old and new format working.
Needs extra code for api to keep the output format unchanged.
