Instead of exporting this as a global variable, export it as an extension
attribute.
The $wgResourceModules configuration variable will continue to be supported
for its main purpose of adding modules. However it may no longer be used to
access the complete registry. In actuality, it was already incomplete because
modules defined via 'ResourceLoaderRegisterModules' hooks were already absent.
The full copy is now owned only by the ResourceLoader class and publicly
available via isModuleRegistered() and getModuleNames().
This opens the door to making it a lazy-loaded attribute, which would help
reduce the size of the "main" APCu cache key for ExtensionRegistry.
This is not possible with global variables as those must be exported
unconditionally from Setup.php.

of this is now restricted to the ResourceLoader class and not (yet)

This replaces User::isValidUserName, ::isUsableName, ::isCreatableName,
::getCanonicalName, and ::isIP.
Unlike User::isIP, UserNameUtils::isIP will //not// return true
for IPv6 ranges.
UserNameUtils::isIPRange, like User::isIPRange, accepts a name and
simply calls IPUtils::isValidRange.
User::isValidUserName, ::isUsableName, ::isCreatableName,
::getCanonical, ::isIP, and ::isValidRange are all soft deprecated
A follow up patch will add this to the release notes, to avoid merge
conflicts.

The old way of providing a callable to SkinFactory::register is
still supported. Those callables expected the skin name as their
first argument. Coincidentally, so does the constructor of Skin.
Some skins might not define any constructor parameters at all,
which is acceptable to PHP, as it will just discard the argument.
The registration using $wgValidSkinNames has not been changed,
and skins that want to define services to be injected will still
need to manually register their skin to the skin factory.
CodeSearch did not indicate any extensions or skins manually
constructing a SkinFactory in tests, but for posterity, the old
way of creating a SkinFactory for testing can be replaced with
new SkinFactory( new ObjectFactory(
$this->createMock( ContainerInterface::class )
) );
Note that the constructor for SkinFactory for internal use only,
in accordance with the Stable interface policy.
You should use MediaWikiServices::getInstance()->getSkinFactory
instead.

This bypasses the indirection of global wgObjectCaches config and
ObjectCache::newFromParams static methods, which don't do anything
in practice.
This solves the ExtensionRegistry use-case where it couldn't use
the service container, which in turn opens the path for
being able to deprecate absence of Config being passed to
ObjectCache::newFromParams(), which isn't possible right now because
ExtensionRegistry depended on being able to call it without that,
and that is a hard requirement because ExtensionRegistry isn't
allowed to use the service container.

Also given that newFromParams() constructs its Logger object
unconditionally as of I2aa835c5ec79, stop creating it ahead of
time in ServiceWiring.
This code, including the default loggroup value, was duplicated by
me from ObjectCache.php to ServiceWiring.php in commits 3828558140
and bd16c5eb34 because I needed to obtain the Logger object
in order to send a message to it about how it was created.
Solve this debt by letting ServiceWiring access the actual logger
that was created by newFromParams() through a new getLogger()
object.

This class was added to the MediaWiki\Special namespace, contrary to the
plan in T166010 which reserves that namespace for core special pages.
Instead, use MediaWiki\SpecialPage, following the directory in which it
is located.
Also, fix two bugs which prevented the introduction of a namespaced
class alias.

This can be enabled via a configuration flag. Otherwise, SqlModuleDependencyStore
will be used in order to keep using the module_deps table.
Create a dependency store class, wrapping BagOStuff, that stores known module
dependencies. Inject it into ResourceLoader and inject the path lists into
ResourceLoaderModule directly and via callback.

Scalar casts are still allowed (for now), because there's a huge amount
of false positives. Ditto for invalid array offsets.
Thoughts about the rest: luckily, many false positives with array offsets
have gone. Moreover, since *Internal issues are suppressed in the base
config, we can remove inline suppressions.
Unfortunately, there are a couple of new issues about array additions
with only false positives, because apparently they don't take
branches into account.

When clearing the LocalisationCache, avoid instantiating a ResourceLoader
instance. Doing so introduces a circular dependency among service
instances.
This patch introduces a static method for clearing the MessageBlobStore
without the need for a ResoruceLoader instance.

These call the deprecated Language::getLocalisationCache() method and
thereby indirectly access MediaWikiServices. Callers should be changed
to inject a LocalisationCache and use that directly.
There are only a few callers in code search, so it didn't seem worth
adding convenience methods to LocalisationCache. The one caller that was
already using DI was MessageCache, and I injected LocalisationCache
there.
