In some functions MediaWikiServices::getInstance() was called twices or
in loops. Extract the variable to reduce calls.

Uses new PHP 5.6 syntax like ...parameter unpacking and
calling anything looking like a callback to make the code more readable.
There are much more occurrences but this commit is intentionally limited
to an easily reviewable size.

Several classes have a "selectFields()" static method to tell callers
which fields to select from the database. With the recent comment table
change and the upcoming actor table change, this pattern has become too
simplistic as a SELECT will need to join several tables to be able to
retrieve all the needed fields.
Thus, we deprecate the selectFields() methods in favor of getQueryInfo()
methods that return tables and join conditions in addition to the
fields.

The used phpcs has a bug, so the version 0.9.0 could not be enforced at the moment.

LocalRepo::checkRedirect() cache image redirect checks in memory to avoid
unnecessary trips to memcached. Same idea as Idbd11637.

for unlinking when unreferenced.

* This gets lag information that is useful when
the calling code is about to run queries that
will have their results cached.
* This is now used in place of trxTimestamp() for
WANObjectCache set() and getWithSetCallback().
* The WAN cache will use a low TTL if the lag is
too high to avoid caching stale data for weeks.
* Bumped MAX_COMMIT_DELAY as nothing enforces it.

strtr() is marginally faster as it runs through the string only
once. A better fit for one-for-one character translation.
The strtr() function also supports an associative array as second
parameter for entire string replacements. This, too, has the same
performance and predictable behaviour (starts with the longest key).
Whereas str_replace is for more aggressive needs where you want
multiple passes until there are no further matches.
The associative array form is arguably also easier to understand
and harder to mess up since the needle/replacement pairs are
explicitly connected instead of two separate arrays.
Also:
* Use getFormattedNsText instead of strtr( getNsText, .. ) which
reduces duplication of this fact through a more semantic intent.

Most are already, but some had differnet names. In PHP 5.4+ this is
redundant as they inherit automatically, but we need these for PHP 5.3
compatibility. Settle on "$that" to make these easier to find.

Callers may want to test visibility for a user other than $wgUser when
specifying the 'private' option. It seems a natural extension to allow
'private' to be a User object, with boolean true retaining its old
meaning of $wgUser.

It's looking in the wrong place for the 'time' option so it never

This is needed by MultimediaViewer to show a relevant icon next
to the local and foreign db repo link in the description area
The setting ends up in configuration for foreign DB, because the
favicon value is stored in the configuration of a wiki, not in its
database.
