b60e432785 * (bug 3280) Respect 'move' group permission on page moves 
Note: if you turn *on* moves for anonymous users this will
break the log a bit, since the entries won't join to the
user table by id.

335cc31e36 * (bug 2457) The href on the "special page" tab was "" which got interpeted 
differently by various browsers, some linked to the current page but others
  linked to the current directory, replaced it with a link to the current page.

73838c6ee3 Restore the display of username and check for userpage/talkpage existence on 
the user page / talk page links in SkinTemplate-based skins. In the future
we may do fancy ESI or something, but for now we weren't getting anything
out of hiding the changes and it harmed usability.

ce260a4b9f 1) Enable upload navigation link for non-logged-in users. From a usability 
perspective, navigation should not be surprising with random elements
popping up under certain circumstances only ("How do I upload" is a FAQ).
Special:Upload will show a message "You have to be logged in" for anonymous
users, so no confusion should arise.

2) New variable $wgUploadNavigationUrl for setting the URL to which
the "Upload file" link in the toolbox points. The German Wikipedia is striving
towards an approach where local uploads are enabled, but the navigation link
goes to the Commons. The link to Special:Upload will be put on a policy page
about fair use. In this way, fair use uploads are meant to be allowed as an
exception. A similar approach is likely to be used for Wikinews.

fad4b5928d * Move editsectiononrightclick setup to JavaScript (it requires JS anyway) 
This lets us use the same parser cache for both settings of this option.
