All of these suppression prevent the detection of many common mistakes,
and could easily prevent things like T231488. Especially if there are
few issues of a given type, it's way better to suppress them inline,
instead of disabling them for the whole core.
This patch only touches the one with a lower count (although those
counts may be out of date).

You can now create ResourceLoader modules for arbitrary sets of OOUI
icons. This is an alternative to I8af783666a2b23a938af93c1b56fee619219eaf5.
Update dependencies of OOUI's modules to use custom icon packs instead
of default icon packs.

Values in SkinOOUIThemes are TitleCase, but these filenames are
lowercase. And we silently ignore missing files. This only worked for
the default theme, which is hardcoded to lowercase 'mediawiki' above.

* Split off OOjs UI's module definitions to a separate file from
Resources.php.
* Extend ResourceLoaderImageModule to support per-skin images and
variants.
* Allow skins to specify their preferred OOjs UI theme using new
skin registry attribute 'SkinOOUIThemes'. The default remains the
'mediawiki' theme, 'apex' can also be chosen now.
* Implement custom ResourceLoaderOOUIImageModule which implements some
special sauce required to shoehorn OOjs UI image set definitions into
ResourceLoaderImageModule with skin-specific styles support.
