Ebrahim Byagowi 14b4269d83 Add namespace and deprecation alias to Xml and XmlSelect 
This patch introduces a new namespace declaration,
MediaWiki\Xml and adds Xml and XmlSelect to it
and establishes class aliases marked as deprecated
since version 1.43.
