In a future patch (Ia690f10ccbf4f60f9febca98915155c2df58f0d4) we will use native JsonCodec serialization of the TOCData object. But first we will add forward-compatibility code to deserialize TOCData, so that if we need to rollback the future release we won't break the parser cache.
