Additional code cleanup: * Call setCacheTime() in parseAndStash instead of relying on the one in DerivedPageDataUpdater. * Improve the SPI logging by adding more extra fields. * Treat requests in CLI/job mode (aside from tests) like those from bots with regard to checking the stash.
