Creates a new resourceLoader module which holds the scripts and styles related to the temp user (IP masking) banner described in T339379. The temp user banner includes a tooltip which explains what temporary accounts are. This is built using OO.ui.PopupWidget and includes a clock icon and parsed i18n messages. The Tooltip dependencies are loaded and instantiated on a click event in order to minimize the dependencies on page load. MediaWiki PHPUnit tests
WARNING: Integration tests may be destructive and alter or remove parts of your local database. We try to use temporary tables where possible, but you must never run tests on a production server or on a wiki where you don't want to lose data.
Running tests
If you haven't already, run composer update (specifically without --no-dev) in the MediaWiki core directory. This will install PHPUnit.
