Fomafix ff7f41f928 resourceloader: Append newline to JavaScript only if missing 
In debug mode of a packageFiles module there is now only one newline
between the JavaScript code and the closing }.

This change reuses ResourceLoader::ensureNewline and make this to a
interal public static function.
