Timo Tijhof a6a25a1efc objectcache: Replace 'cluster' and 'mcrouterAware' with 'broadcastRoutingPrefix' 
Also remove the unused 'region' option.

Added release notes, and updated the notes for coalesceKeys as well
to reside in the configuration section instead.

The classes in this directory ./includes/libs are considered standalone
from the remainder of the MediaWiki codebase. They do not call on any other
portions of MediaWiki code, and can be used in other projects without
dependency issues.
