Adds two new parameter settings, ApiBase::PARAM_ISMULTI_LIMIT1 and PARAM_ISMULTI_LIMIT2 for configuring the maximum number of values that can be contained in a multivalue field (for unprivileged and apihighlimits users, respectively).
