MusikAnimal 70a602dde4 Add SQL for postgres, and fail gracefully in populateIpChanges ... If the ip_changes table doesn't exist, the populateIpChanges maintenance script will fail gracefully, throwing a descriptive error. The postgres SQL is untested.
