Tim Starling 1ae3b0ca86 Allow ContentHandler to "override" non-existent actions ... Flow defines a lot of custom actions which are only implemented for its own content type. This use case is not what we had in mind when getActionOverrides() was introduced, but allowing it in ActionFactory removes the need for Flow to write dummy ignored config to $wgActions.
