daniel a4b73eb217 PageRecord: make language optional ... Title::getPageLanguage has complex logic to determine the effictive language of the page. PageRecord is a storage layer primitive and should not haveknowledge of such logic, nor should PageStore. The effective content language of a page needs to be determined programmatically, see discussion on the ticket.
