Ebrahim Byagowi 8811183f85 Add namespace and deprecation alias to XMLRCFeedFormatter 
This patch introduces a namespace declaration for the
MediaWiki\RCFeed to XMLRCFeedFormatter and establishes a class
alias marked as deprecated since version 1.43.
