Follows-up I4ed0d333d57626d05. * Clean up the file header, similar to other commits under <https://gerrit.wikimedia.org/r/q/message:ingroup+owner:Krinkle>. * Describe the class on the first "brief" line as to-the-point as possible. * Group the classes in the registration/ component together and link the architecture document, akin to ResourceLoader.
