Timo Tijhof c7fc73286d objectcache: Move unit tests for HashBagOStuff to its own suite 
Follows-up 7cddc22.

Also use PHPUnit_Framework_TestCase as parent instead of MediaWikiTestCase
in preparation for library extraction.
