Antoine Musso e06ad28e7a helpers to get subjects/talk namespaces 
Introduce two new methods to easily get array of namespaces indices
which are subjects or talks:

 MWNamespace::getSubjectNamespaces()
 MWNamespace::getTalkNamespaces()
