Ebrahim Byagowi d83cb5924f Add namespace and deprecation alias to IRCColourfulRCFeedFormatter 
This patch introduces a namespace declaration for the
MediaWiki\RCFeed to IRCColourfulRCFeedFormatter and establishes a class
alias marked as deprecated since version 1.43.
