Aryeh Gregor f8879bfd2b Refactor $wgEnforceHtmlIds code 
Renamed setting to $wgExperimentalHtmlIds, off by default, and updated
the code to enforce the much laxer HTML5 rules.  Still needs testing in
various browsers.
