The upload function saved the redirect page(s) content together with the upload file content which would produce an incorrect MIME type (text/html instead of actual upload MIME type). Disabled the automatic redirect and reset the file content until the final file location or the maximum number of redirect is reached.
This patch also touches WatchedItemQueryServiceIntegrationTest to make
it more robust. Without this change, UploadFromUrlTest interfered with
WatchedItemQueryServiceIntegrationTest in some way, causing it to fail.

Migrate all callers of Hooks::run() to use the new
HookContainer/HookRunner system.
General principles:
* Use DI if it is already used. We're not changing the way state is
managed in this patch.
* HookContainer is always injected, not HookRunner. HookContainer
is a service, it's a more generic interface, it is the only
thing that provides isRegistered() which is needed in some cases,
and a HookRunner can be efficiently constructed from it
(confirmed by benchmark). Because HookContainer is needed
for object construction, it is also needed by all factories.
* "Ask your friendly local base class". Big hierarchies like
SpecialPage and ApiBase have getHookContainer() and getHookRunner()
methods in the base class, and classes that extend that base class
are not expected to know or care where the base class gets its
HookContainer from.
* ProtectedHookAccessorTrait provides protected getHookContainer() and
getHookRunner() methods, getting them from the global service
container. The point of this is to ease migration to DI by ensuring
that call sites ask their local friendly base class rather than
getting a HookRunner from the service container directly.
* Private $this->hookRunner. In some smaller classes where accessor
methods did not seem warranted, there is a private HookRunner property
which is accessed directly. Very rarely (two cases), there is a
protected property, for consistency with code that conventionally
assumes protected=private, but in cases where the class might actually
be overridden, a protected accessor is preferred over a protected
property.
* The last resort: Hooks::runner(). Mostly for static, file-scope and
global code. In a few cases it was used for objects with broken
construction schemes, out of horror or laziness.

* Remove wf* function dependencies. This includes wfTempDir().
Callers now should specify the directory, though it will try to do
most of the wfTempDir() logic anyway if they do not.
* Update callers to inject wfTempDir() so $wgTmpDirectory is used by
TempFSFile instead of it probing to find a valid directory itself.
* Move most of the wfTempDir() logic to TempFSFile::getUsableTempDirectory().
* Remove unused getMimeType() method.

None of this works and it's been long begging for a mercy kill.
All it does is waste contributor time on updating deprecations
in the dead code. I imagine we wouldn't reuse much of this
code if we're ever going to reimplement it.

SessionManager is a general-purpose session management framework, rather
than the cookie-based sessions that PHP wants to provide us.
While fallback is provided for using $_SESSION and other PHP session
management functions, they should be avoided in favor of using
SessionManager directly.

CentralAuth change I27ccabdb.

directory by managing the temporary file with a TempFSFile instance.

Add $wgCopyUploadTimeout and $wgCopyUploadAsyncTimeout to control
the timeout for the http request used to fetch the file during upload
by url. People reasonably may want to make this higher than $wgHTTPTimeout
for the case where very large files are being downloaded.
Also add the ability for callers of UploadFromUrl::fetchFile
to override the timeout as they please (and set any other HTTP opts).
This patch was inspired by conversation with dan-nl about gwtoolset.

Revert 94f623363b. Apparently all
ReverseChronologicalPager subclasses were broken by the unexplained
interface change in wfArrayToCgi(): changing the interpretation of
null array values from "omit this key" to "include this key with no
value". The function has always been called with the former
interpretation, that's why the special case was in there.
Also reverted dependent changes 4b517fa and part of 3d97704.
