baf4d01efa build: Suppress ObjectTypeHintReturn for upcoming sniff change 
The abstract function gets validated with a new version of codesniffer
(since I4a17c2d965c277e7f8862e0e98228839022e0a01),
suppress the new error for the future version

8c4f59db64 New LanguageFallback service 
This replaces the static Language methods getFallbackFor(),
getFallbacksFor(), and getFallbacksIncludingSiteLanguage(). There is
100% unit and integration test coverage for the new class.

One deliberate functional change: I changed one place where we threw
MWException to InvalidArgumentException.
